东盟致力于在与中国之间的围绕南中国海的主权争议中发出同一个声音。印度尼西亚外长纳塔雷加瓦周三(8月14日)在东盟外长会议上强调了这一立场。东盟10国的代表昨晚起在泰国华欣举行会议,磋商制定对华共同战略。除柬埔寨外,所有其他9个国家的外长均出席此次会议。柬埔寨是中国的密切盟友。去年,柬埔寨担任东盟轮值主席,多次阻止在该组织的共同声明中就领土争议问题表达明确立场。菲律宾和越南等东盟成员国对原料资源丰富的南中国海也提出部分主权要求,同北京之间一再发生外交纠纷。东盟各国外长希望协调各国立场,努力与中国达成南海各方行为准则文件,以期和平解决争端。
