欧洲理事会人权委员会哈马尔贝格(Thomas Hammarberg)批评瑞士国内种族歧视和仇外的现象有抬头的趋势。他表示,瑞士国内带有仇外情绪的政治宣传已经形成令人担忧的趋势。他说,言论自由并不是不设底限的自由,这一点必须得到澄清。“伤害他人利益的仇视性的言论是不可接受的,”他说,“瑞士国内的刑法应该加以修正,以结束这种公开做出仇外和种族歧视性言论却不会受到惩罚的现象。”
