西班牙建立「壞賬銀行」 應對銀行業不良貸款現象

Rajoy's comments came after El Pais newspaper said the government was preparing to help out troubled lender Bankia SA. Spain's real estate bubble burst in 2008, saddling banks with enormous amounts of bad loans as unemployment rose and people could not pay their mortgages. 面對遲遲不見轉機的債務危機,西班牙政府通過了一項銀行改革,希望新措施可以使西班牙經濟重拾信心。改革中規定,將由「壞賬銀行(bad bank)」來專門接管銀行業內部存在的無法履行償債條約的房地產市場貸款。這些所謂的壞賬銀行將按市場價格出售資產,以此方式避免該壞賬出現在總行的賬目中。除此之外,銀行還必須增加其儲備金額。

據西班牙銀行(The Bank of Spain)估計,西班牙銀行界的壞賬約有1840億歐元,而這些壞賬的主要來源是信用借貸或者地產開發商貸款。

目前西班牙政府還沒有計劃直接給予銀行財政援助,不過政府願意給個別銀行提供緊急貸款。
