啟東爆發環境抗議,政府叫停排污項目

今日,江蘇啟東市數千民眾發起環境抗議行動並佔領政府辦公室,該市市委書記遭民眾包圍,當局調派大量警察及軍警到場,當局承諾聽取民意,停止項目,隨後民眾撤出市政府。

(德國之聲中文網)據法新社、路透社等海外媒體報導,7月28日清晨6時起,江蘇啟東數千民眾為抵制一家日資企業、既江蘇南通王子製紙集團的廢水排放計劃,發起環境抗議行動,抗議民眾佔領了啟東市政府辦公大樓,並在現場搜出大量名牌煙酒、撲克牌甚至安全套,大量的文件也被拋出窗外,現場一片狼籍。

該市市長徐峰被民眾強行套上抵制王子集團排污的宣傳T恤,市委書記孫建華也被憤怒民眾扒掉上衣,但他拒絕穿上,最後在警察護送下逃離。抗議民眾稱,孫建華為當時批准王子集團排污項目的主要領導人之一。

路透社報導稱至少有五輛汽車、一輛麵包車被推翻,有超過1000名以上的警察守衛在市政府辦公大樓。至少有兩名警察拖住示威者並揮拳毆打。大約1000餘名民眾佔領市政府後,當局緊張抽調軍警到場,但雙方未發生大的武力衝突。在得到當局停止該項目的承諾後,示威者最後撤離了市政府。據現場網友最新消息,武警目前層層圍住市政府。

事件的起因為日資企業王子紙業集團的排污計劃,得到江蘇省南通市的批准。工廠的污水排口在江蘇啟東,並直排上海水源地--青草沙水庫。啟東市百姓對此項目建設強烈反對,啟東盛產海產品,民眾擔心該排污項目,毀掉當地的漁業經濟和民眾健康。

此前民眾自發向政府請願。但王子紙業發出公告稱該項目為南通市承諾建設項目。但同時也有江蘇網友曾對外表示 :"市政府根本沒有誠意聽取民意,教育局壓制老師、學生;工商壓制企業,民警、居委會壓制普通百姓。",市政府讓公眾簽署的"承諾書"被發至網上,該文件指參與抗議行動和集會為非法行為,要求市民不要參與。並在學校、幼兒園、工廠、單位發出要求民眾不要上街的通告。政府態度激怒公眾,正值暑期,很多年輕學生成為抗議行動的主力。

中國由於環境污染引發的抗議愈加頻繁,由對污染的抗議上升至對地方執政者及中國國家領導人的不滿,本月初,四川什邡90後學生發起抗議當地鉬銅項目的行動,警方強力鎮壓並拘捕了部分示威者。

"要說進步,是民眾在進步"

事件發生後,中國公共知識分子笑蜀、蕭瀚等為中國當局保持克制態度叫好,中國知名評論人、四川作家李承鵬在事件發出不一樣的聲音:事件中一些人表揚啟東市領導克制、理性,居然沒出動裝甲車和震爆彈。公民,你有點出息好麼?巨大項目捂著蓋子即要上馬,市民扒掉你衣服是要真相;某幾人 屋裡拍腦門就定下,市民沖進辦公廳事出有因;知道多少利益鏈條嗎?知道長三角多少癌症村嗎?要說進步,是市民在進步。"

網友"行者張大祥"認為:"什邡、啟東政府似乎隱晦的在傳遞一個訊號,那就是你不上街我就不跟你解決,你只要上街,我就馬上照你們的意思辦。"

網友"郎心鐵"也表示:"看看當地政府之前手機簡訊和私下裡的那些恐嚇言辭,還是且慢樂觀吧!"

評論人袁偉東也發表"啟東事件的啟示",在文章中表示:"我們的政府號稱是、人民的政府、,但如果一個政府口口聲聲喊著人民卻不並為人民著想,那麼人民反對、抗議就是天理所賦。"

"行動體現力量,談判決定出路"

亦有人批評抗議民眾扒光當地市領導的衣服是暴力行為,對此媒體人石扉克表示:"如果書記只是被市民扒下上衣換成抵制污染的文化衫,這是街頭運動中官民之間合理衝撞的輕微失控,不應將之簡單渲染成暴力。認可照片上警察的克制和書記的退讓。總之一句話:退讓不是軟弱,行動體現力量,談判決定出路;扒衣不可恥,打人才可恥,開槍最可恥!"

對此中國維權律師劉曉原向德國之聲表示,從現場傳回的消息來看,民眾對該市領導扒去上衣,並不存惡意羞辱之意,而是要他穿上另外的衣服。是在傳達公眾希望市政府聽取民意並且停止該項目的意圖,而民眾很大程度上把市領導當作執政權力的一個符號或代言,因此民眾的行為可以理解。

他也指近年風起雲湧的環境抗議事件,應該讓執政當局多一層思考:"政府應該接受教訓,引進化工等項目時,應該充分聽取民意,比如大型環保項目引進來,可以召開聽證會;如果關起門來引進項目,現在民眾的權利意識在增強,進行抗議也是正常的事情。"劉曉原也認為政府逐漸看到民眾迸發的力量,包括什鄺事件當局雖然採用鎮壓方式,但項目最終停止,而此次啟東市當局部分接受了什邡的教訓採取了較為克制的態度,但解決體制性障礙,還需要漫長的路要走。
