Berlusconi conceded Monday that Italy will "probably" have to give up plans to revive nuclear energy in a tacit acknowledgment that referendums challenging government policies have succeeded. If confirmed, the outcome would be a serious political defeat for Berlusconi, just two weeks after his candidates in local elections lost key votes in his political stronghold of Milan and in trash-choked Naples.

Italian voters dealt Premier Silvio Berlusconi a serious blow Monday, overturning laws passed by his government to revive nuclear energy, privatize the water supply and help him avoid prosecution. The defeat was Berlusconi's second in as many weeks, after his candidates lost races in his stronghold Milan and trash-choked Naples in vote the billionaire media mogul himself billes as a referendum on his government. Campaigners for the 'yes' vote on four referendums sparkling wine and erupted in cheers in the capital Rome when it became clear that voter turnout topping 57 percent had surpassed the quorum needed to validate the vote.

Italy is one of Israel's closest friends in Europe, and last month Berlusconi said Italy would only recognize a Palestinian unity government that renounces terrorism and recognizes Israel's right to exist.
