聯合國秘書長潘基文重申反對軍事打擊敘利亞。當地時間周二(9月3日)晚間潘基文秘書長在紐約聯合國總部指出,每一種「懲罰措施」都可能對爭取結束流血的努力造成不利影響。他再度要求尋求政治解決,盡快在日內瓦召開國際敘利亞和會。潘基文表示,他「尊重」美國關於有必要採取軍事行動、阻止未來再度發生化武襲擊行為的意見,但認為,關於軍事打擊的每一個決定都必須在國際法上有聯合國的授權。潘基文秘書長強調,一旦在大馬士革地區發生毒氣攻擊事件的指控獲得證實,安理會就必須團結一致,做出恰當的反應。他稱,他將在聖彼得堡召開的G20峰會期間與各國元首或政府首腦就此磋商。
