Will Dangote's refinery solve Nigeria's oil issues?

Nigerians had hoped the Dangote Petroleum Refinery near Lagos would lower fuel costs, which had shot up after Africa's biggest oil producer scrapped fuel subsidies. But now the Dangote refinery and the Nigerian National Petroleum Company Limited (NNPC Ltd) are fighting over the price of fuel sold in Nigeria.
