This could be interpreted as a direct provocation, targeting the US Secret Service. Snowden himself has more than two million followers on Twitter. Back in 2013, he gained world-wide notoriety when he published top-secret NSA documents about widespread wire-tapping. He's currently living in exile in Russia.
