What is Rwanda doing differently?

President Paul Kagame was sworn in on Sunday for a fourth term in office. Unlike in other countries such as Kenya, Cameroon, Nigeria, and Uganda, where post-election violence has been a concern, Rwanda has experienced no such unrest. What is Rwanda doing differently? Does Kagame's 30 years in power suggest he is the best leader for Rwanda, or are there other factors at play?
