Thirty percent of the population in Uganda was infected with HIV/AIDS not too long ago. A public health campaign, condoms, and free treatment for those infected saw Uganda's HIV infection rates drop to 6.4 percent in 2005. But this lulled Ugandans into a false sense of security and now the disease is making a comeback. One of the methods to slow infection rates: free adult male circumcision.
