A Russian military transport plane has crashed in the Belgorod region close to the border with Ukraine. Russian officials said all those on board, reportedly including 65 Ukrainian prisoners of war, have been killed. The Russian foreign ministry has blamed Kyiv for downing the plane. Kyiv has neither confirmed nor denied the claim.
