Meanwhile no significant troop movements have been reported in Georgia despite claims by Russian officials that a gradual pullback was underway. Russia's envoy to NATO said today, in the run-up to the meeting of foreign ministers, that a complete withdrawal would depend on the actions of Georgia's President Mikhail Saakashvili. Earlier today the two sides exchanged prisoners, the first such handover since the conflict erupted earlier this month.
