Pressure is mounting on Burma's repressive government to give foreign aid agencies more access. UN Secretary General Ban Ki-moon called it a "critical moment" for Burma. While France has threatened to take the issue of the government's recalcitrance before the UN Security Council, German Foreign Minister Steinmeier summoned the Burmese ambassador for an explanation.
