Netherlands: The anti-toll

Instead of collecting tolls, some Dutch regions reward drivers who don’t use the highways. And drivers who stick to off-peak hours also cash in.

Commuters can earn up to 100 euros a month - for not driving. The program helps reduce the number of cars on the highway, and distributes traffic across the day more evenly. For the government, offering cash bonuses to drivers is still less expensive than building new highways. But some critics object to the way that drivers are being monitored. That’s because participants in the project need to equip their car with a unit that sends in GPS location data.
