Is Czech tolerance leading to an increase in HIV/AIDS?

The Czech Republic reported a record number of new HIV infections this year. What is unique, is that more than 70 percent of the reported HIV cases are gay men. This makes the Czech Republic top European levels. In western European countries the majority of HIV infections are related to drug use or come from sexual contact between heterosexuals.
