The website ''Internet Eyes'' lives from its users: registered subscribers around the European Union pay 2.40 euros a month to log on at home and watch video from surveillance cameras in supermarkets and small shops across the UK. If they catch a crime in action, they click on an alert button and send an instant text message to the shopowner. If they're right, they win points and money as a reward. The most successful subscribers earn about 300 euros a month. Critics like the organizations ''No-CCTV,'' ''Liberty'' and ''Big Brother Watch'' say Internet Eyes sets a dangerous precedent by allowing private citizens to spy on each other - something that could result in a police state.
