The International Olympic Committee has banned Russia from the Winter Olympics. Tuesday’s decision followed an extensive investigation indicating that Russia’s anti-doping system had been systematically manipulated. However the IOC said clean Russian athletes would be allowed at to compete at the Games under an Olympic flag. Moscow correspondent Emily Sherwin explains what the decision entails.
