In a first report on the Love Parade disaster, officials in Duisburg say the organisers are to blame

The death toll from Saturday's Love Parade in the German city of Duisburg has risen to 21. Over 500 people were injured during a crush which developed at the entrance to the festival site. Officials in the state of North Rhine Westphalia have presented an interim report into the tragedy... laying much of the blame at the door of the organisers.
