There have been scenes of utter chaos in the Hungarian capital, Budapest, which this week became the latest flashpoint in the surge of migrants arriving in the EU. European leaders will hold a special meeting on September 14th to discuss the crisis. However, the debate on migration has changed since last month’s discovery of 71 bodies in a truck beside an Austrian motorway. Kerry Skyring reports.
