The European Union's 27 member states have agreed on a common position ahead of a global financial summit in Washington next week. French president Nicolas Sarkozy downplayed differences with other European partners over economic policy and said European leaders would head to the Washington Summit UNITED behind a French-inspired proposal to reform the world financial system.
