Bosnia Herzegovina may constitute a country but internal divisions have remained since its creation following the Balkan wars of the early 1990s. Brcko is governed by a local administration - a novel experiment in self governance that allows ethnic Bosniaks, Croats and Serbs to share political power with little or no interference from any outside authorities.
