An Amnesty International report shows powerful governments are preventing the prosecution of human rights abuses

In more than half of the world's countries - torture and the systematic abuse of prisoners are common occurrences. That's according to the latest report by Amnesty International. The human rights group also says dozens of governments are actively blocking progress on spreading the rule of law by refusing to join the International Criminal Court. But there has been progress - in Sudan for example - which has decades of ethnic and religious violence.
