A setback for Italy over plastic bags

Italy used to consume a quarter of all plastic shopping bags in the EU. In 2011 the government banned shops from supplying one-use bags. But many smaller shops and markets still use them. So the government wants to impose fines on those who violate the law. But it can't do so because of objections from Britain. Helen Seeney spoke to David Newman the head of the Italian Composting Association.
