Moscow claims the occupied regions of Luhansk, Donetsk, Zaporizhzhia and Kherson voted to join the Russian Federation in so-called referendums, which have been dismissed by Ukraine and the West as a sham. Russia annexed Ukraine's Crimea through a similar process in 2014.
