The migrant rescue ship Aquarius was at the center of the EU migrant debate this week. The vessel had been in limbo for 4 days after picking up 141 migrants trying to cross the Mediterranean Sea from Libya to Europe. Six EU member states finally struck a deal to disembark and distribute the migrants. NGOs say it's time for permanent EU-wide policies on migrants. Jake Cigainero reports from Paris.
